You can build it with a single command:

gcc -nostdlib ./empty.c -o ./empty

Edit: This one actually runs correctly:

    $ touch empty.c
    $ gcc -static -nostartfiles ./empty.c -e_exit -o ./empty
    $ ./empty && echo $?
    > 0
