What is the WORST thing about IaaS cloud costs?

Hey guys, I'm talking to a lot of people and wanted to get some HN brains views on it. What is the worst thing about IaaS clous costs (or the biggest challenge)? Is it understanding it? Forecasting it? Reducing it? Just seeing it and seeing how it has been built up? etc.

Cheers
