I remember years back, I was maybe 5 years into being a sysadmin and saw that Microsoft was hiring, at the time they said that they expected high proficiency in the following.... And listed every piece of software they produced. It was ridiculous then and probably the same thing is the case now.

That's more likely to be a terrible hiring manager. I've seen that at smaller companies, too.

If they change the ad between the local newspaper and the foreign search, they would be breaking the law. That's not what is claimed, even by Vance.

The point is that only someone already working there would have proficiency with all the software they use internally, so by listing those as requirements they can ensure no external candidate is eligible for the job the green card applicant is doing.
