Sort of. It knows a lot about places, say, Paris. But it's not a person so it's never actually been there. A person who's been there can tell you about their trip. What they saw, what they ate. An LLM can't tell you those things because it hasn't. I'm sure one could be instructed to lie and make up a believable story about it, but as currently configured, ChatGPT doesn't default to lying about it and thus fails the Turing test.
