I wonder why Microsoft is singled out. Shouldn't companies like IBM and Cisco are gross offenders?

No need to wonder, Top offenders like Tata, Infosys, Wipro, Cognizant all listed.

My bad. I meant among American companies. Not those ICCs.

Presumably somebody didn't get paid.
