There was a miscalculation on Hamas’s side of both how successful Oct 7 would be (lots of military personnel deployed to protect settlers elsewhere, Air Force on strike due to Bibi’s attempted coups, and apparently Bibi ignored several warnings from partner states), and how vicious Israel’s response would be.
But the basic theory of their attack “worked.”
