The next hard of hearing terrorist will use this tech to communicate in otherwise inaccessible channels to gain nuclear capability. Or a nation state actor will abuse it to create such circumstances that they will. Or they will use it as a justification for why they need to protect against the hard of hearing and therefore need funding to develop some weapon.
