Someone downvoted you, but if you do look at the sweatshirt sales webpage, it does say this

Which does seem a little bizarre.

It very much sounds like this was not their idea originally... wouldn't be surprised if this was initiated by BND, and they are legally not allowed to run it themselves or sth like that
