That's the clearest version. Just drop the negatives.
Clarity is the ultimate priority in technical writing, but for everything else it needs to be balanced against expression, and it's a little impolite to unsolicited stylistic critique based on your personal experience reading an off-the-cuff comment in an informal environment.
The sentence may be valid but it has poor readability. That was my point.
It's !believes(!isSerious(mentalHealth)) which is both poor code and writing.
'I think mental health is a serious concern' would be preferred.
