Datacenters don't sprout out of the land by themselves, as opposed to the plants. There were water resources consumed elsewhere that made building this one possible - manufacturing all the chips, metal, raw materials, whatever went into building one. Like we have concept of TCO, you'd probably need something like total electricity/water usage concept that would take into account all that spread into the expected lifetime of the datacenter, to compare apples to apples.
