I could see a different argument against 3. Let's say you give some money now that lifts some people out of poverty. Those people don't raise their kids in poverty, which changes their kids' position, which means that their kids don't grow up in poverty, and so on. So money given now can have a compounding effect in peoples' lives, affecting more people in the future than just the people it affects today.
