If Great Britain were to lay claim to Alaska, America would be totally within its right to sanction the UK. The ICC lays claim to jurisdiction over American citizens in violation of the sovereignty of the nation of the United States (which is, in the American understanding, in violation of the sovereignty of the people of the United States to rule themselves).
The ICC is free to operate as long as they don't claim to have jurisdiction over Americans living and doing stuff in America.
