NASA has a Dragon dilemma, and there appear to be no good answers

Starship is planned to be human-rated for the Moon HLS, and substantial work is already done in that area - I think it's unlikely to abruptly end, in the state of the race.

Flying people near Earth is another matter, and emergency abort systems are expensive, but possible. To present to SpaceX an interesting market would, however, strain NASA's resources, focused on the Moon...

I do think the situation is complex for near-term LEO human spaceflight.
