Disney World was built on a swamp, and it was constructed higher than ground level for multiple reasons. The utility corridors are a byproduct of that.

So TLDR your city is stupid for not raising the entire thing one story higher so you can run pipes and cables. (Chicago, you get a pass because of the sewage thing).

Seattle and Sacramento both raised their cities one story higher, although it was before public utilities existed, so they didn't take advantage of the opportunity to lay utility lines, and the cities have expanded significantly since then, so most of the current infrastructure in each city has been built at ground level.
