I mean logically what you are suggesting is that anything is permissible if you can evade punishment. that's indefensible.

I don't understand. I wrote that one should assume that entities will do anything LEGAL.

I'm not saying we should assume they'll do anything as long as they believe they can evade punishment, although perhaps we should?

What is blaming a vague concept like "the system" going to do? Nothing. You might as well yell at the sky. Individuals entities with influence are to blame and must be coerced to bring about change.
