All sorts of laws are not being actively enforced, sometimes for good reasons like "It's relatively unimportant" or "it's important but enforcement is costly" ; sometimes because the law is controversial and the people who don't want it to exist at all weren't able to prevent it from being passed but are able to stimy effective enforcement.
