It's more economically optimal to convince wealthy Vermonters to house the batteries by branding it as subsidized resilience than it is to buy and maintain substations?

They already have substations, I assume? You can buy grid-scale batteries in a rolling container and just park them.

Right, but people are spending for resilience anyway in places like Vermont, it's a way to harvest that money.
