Hardly a unique problem to AI systems. You certainly can't bootstrap pretty much any industry to its current state without the existing items of its current state. Any sort of chip fab is a great example. Or most manufacturing. Or even more fundamental: mining (both metals like iron, and energy like coal or gas).
