Potentially, yes. Doubly so when those terrible teachers are kept in those roles year after year. The whole system defends and backs these teachers, even knowing they create horrible outcomes and dread for everyone.

Nope. We all dont. It also depends on if you went to a "good public school" or a "bad public school", or rather worse or well funded.

Again, this is looking at individual choices over what im arguing as a system based failure. The whole way the system is constructed is a failure to students and teachers both.
Look at how schools are funded. Property tax. Means poor property locations get shittier schools, worse teachers, low funded classrooms. And this also shows the students' housing is also likely just as poor. Food insecurity, whole lot of trickle down poverty effects. I came from a poor funded rural school. I had no choice in that matter.
