Non-plugin hybrids are just regular gas cars. It would be bizarre to give them any sort of preferential treatment in anything, though their rules are already strange to begin with (giving tax advantages to PHEVs and EREVs, which are almost exclusively used as pure gas cars).
With the current fuel prices, I see a lot of plug in using public chargers. Last year, I would never see this.
