I doubt very much that "middle class people who are willing to buy a house where they don't need a car and want to raise their family in the city center" is an accurate assessment here. This is a housing policy that allows the most valuable land for high density housing to be monopolized by a small cohort of rich people who have enough money to afford both the convenience of proximity to downtown and also the luxury of a whole house + yard to themselves, probably making up less than 1% of the metro area population.
