I don't know how you can say it's a straw-man argument when you qualify the the statement as "typically" increases the value of the land... that indicates you KNOW at least occasionally it doesn't increase and instead decreases, and if it's a real possibility (even if the % is low - 10-15%) then it's not a straw-man argument to be concerned about it, it becomes something that should be risk weighted and explained to mitigate the concern.
