That's because it's borderline impossible to produce SOTA chips in Europe (due to costs), and all non-SOTA fabs here already have what they need, and are reluctant to invest more (also due to costs).
The cost of SOTA chip production is so high that anything influenced by its physical location is a rounding error. It's why TSMC didn't think twice about building a water-guzzling factory in the middle of a desert: building an extra water treatment plant is pocket change.
Except Intel has Fab 34 in Ireland which would say it's not borderline impossible.
