Given the success of Shenzhen I'm always a little confused that no-one ever seems to talk about what actually makes it a SEZ. Those policies (mainly local governance & tax exemptions AFAIK) should probably be more widely applied.
If the government plans to try free-market capitalism then I'm in favour of the plan.
