They are not naive, they are malicious (to be clear: I'm not generalizing towards all Japanese, just to the ruling majority). Following is only my speculation but I guess the plan is to use short-term workers until promised breakthrough in AI and robotics closes this need altogether.
Watch them learn the hard lesson that automotive companies had to learn with self-driving. The progress looks amazing at the start but those last few unnegotiable percent hide most of the work. Hands are incredibly dexterous, we don't have comparable tech let alone affordable enough to outcompete cheap immigrant labour. Maybe they can automate elderly care fast enough, but it's one heck of a gamble.
It is a gamble, and they are basing the policy positions on like a RIETI Technical Paper about the ARI, or automation risk index.. Which underneath is based on a bunch of surveys of "experts" to give a number on how automatable, specific actions are, then breaking up a job into a list of actions, and scoring the job for the ARI.. But the methodology that those experts used to make up the numbers is entirely undocumented.. and the assumption is that a whole job, can be automated if all its actions can.. and that a whole .. business and workplace, can just be switched, economically to an automated workflow, without any consideration of how it all has to integrate into everything else.. and other non-automated parts..
