This is only what I have noticed as someone from a continent that is not North American or Europe. The Europeans don't seem to see a problem with their stagnation.
Is it contradicting - does it mean the tariff is "over 100%"?
A five euro package has:
€1.05 VAT
€3 duty per product category
€0.36 VAT on duty
€2 EU per package fee (per 1 November)
That is €6.41 in tax/duty/fees/tariffs whatever you may call it over a €5 value.
