Let set diameter of your European (signal!) telephone cable to 0.5 mm and diameter of copper (power!) bus cable in the US to 5 mm. They has 10x linear difference and 100x difference in copper. I am sure that 5 mm cables will be stolen in Europe as fast as in California.
