Bus / carpool lane going into the city at rush hour cuts 15-20 minutes from the drive. Just because it hits traffic doesn't mean it's a failure.

The situation we are talking about here involves a bridge with no dedicated bus lane or fast lane.

I drive over the Bay Bridge into SF regularly. It has a bus/HOV lane past the toll metering, which is where a large amount of the traffic is.
