Likewise, virtually everyone poor has access to mental health services, healthcare in general, addiction help and so on. That doesn’t do any good for people who refuse to use it. Sometimes a court orders someone to attend their mental health provider appointments, drug rehab, etc as terms of a sentence.

As far as “make police enforce visible plates” - that simply leads to more high conflict situations where the person they pull over is going to run; do you want more police chases ending in a violent arrest?
