Not from USA so forgive my ignorance.

Shouldn't the obvious solution be to fix the "permitting requirements" rather than spend 6x on building kn undeveloped land?

Should the purpose of laws to serve the people rather than to tiptoe around laws and claiming "be we have strict zoning laws"?

Why is there a law that you yourself call "insane"?

Easy to say, but nobody will agree to changes. People know how things are and don't like change, even if it would be for the better. In many cases things would be better overall, but the voters who care are the ones that would be worse off.

Changing permitting laws can take ages if it works at all.
