This is incorrect. From the link you brought:

That is, Israel targets the military wing only (and obviously prioritizes going after the highest ranking ones first).
Besides, anyone who was involved in facilitating the holding of women and children hostage, and anyone who entered Israel on Oct 7 and participated in the raping and killing is fair game.
