This definition of “Rich” is referring to the people who pay most of the taxes. The government hasn’t prioritized using those tax dollars for this purpose. It’s likely being utilized more so to benefit the poor and needy more than you think in other ways though, education and healthcare come to mind and are quite big ticket items.
