That's not how it works. It needs Secure Boot, TLS, Remote attestation. And location access. No need to register as john.doe@apple.com because you already have your license there.

I thought the wallet was stored locally and encrypted using a datakey from the secure enclave? Alongside all the payment tokens and CC numbers.

The apps for State Farm, Allstate, and Progressive can do this now for Apple Wallet. Google Wallet too, IIRC.

State Farm adds them to Apple Wallet as passes.
