I think the most likely explanation however is that since Franco's death in 1975 things have only been moving very slowly.
In french we've got a saying for countries behaving like Spain, we say they are a "dictature d'opérette".
I take it "tin-pot dictatorship" would be close: it's totalitarian but also totally ridiculous.
Needing to find who watches La Liga without paying is pathetic. And not just because people aren't paying. That La Liga is so big is really already pathetic in itself.
