not sure what you think happens in peer review but it's probably overrated.

Darwin submitted and presented his work to the Linnean Society of London — with papers by Darwin published by the society.

Darwin wrote his book Origin of Species the following year.

The problem right now is that there aren't enough peer reviewers.

I don't think that's the problem.

One problem is that there's no good incentive to spend significant time doing good peer review.
