That's an insufficiently granular question. How much of the talent in frontier labs has an H1B rather than an O visa? Out of the people who have an H1B, how many employers would be willing to eat the $100k fee because those employees are so valuable?

I think its more of equal counter force

as other commenter pointing out, those visas is for high skill job that lacks candidate on US soil

but company uses that for hiring Immigrant so they can underpaid them effectively reduce US born origin competitiveness
