It’s been commercial in SE Asia for decades. Personally seen it in Thailand and Indo 20+ years ago.

I've been in the water when people were bomb fishing, its terrifying.

There was a diving incident maybe 10 years ago where a group of Chinese divers were killed by bomb fishermen in Indonesia.

There are videos of Jacques Cousteau using dynamite to clear reefs of fish.
