Why? It sounds very weird. In every kind of business the owner has strong incentive to cut labor.

Not if they are (hardly) paid anything. Then pile on staff!

Turnover in the restaurant industry is brutal. An always overstaffed restaurant where the waitstaff ends up not earning much in tips will quickly lose staff to competitors (at least the good ones).
