You can put people behind bars on made-up charges in USA as well, if they interfere with powerful enough interests. Just not the rich enough people. China doesn't make that exception. Is that worse or better?
Except you know, all the incentives for keeping the current system in place. Financial repression still exists. Same with the local government funding model. Also the government's intervention was arguably what led to the crisis, by abruptly disrupting real estate companies' cashflow. The problem needed to be solved, but in typical CCP fashion, rash decisions made the situation worse. Same as with the one child policy.

Everyone commits crimes, yet prosecution is hilariously selective. Everyone knows this. White collar crimes have a prosecution rate of <1%. Three felonies per day.
There is absolutely no meaningful rule of law in the US. The absurd degree of selective prosecution is antithetical to this.
They don't go to prison for environmental or social harm.
