Given that it has already been stolen from a very similar ownership model, why would Norway believe its own regulators are not going to fall victim to a similar paperwork conversion back to for-profit? I would guess the US nonprofit regulations at the state and federal level amount to more significant checks and balances than a smaller government using only federal ownership has.
