Bad take. This is exactly how I use non-auto-backup Photos: 99% of my shitty smartphone pictures are local only, and I don't care to lose them.

Occasionally though, I want to share or save a photo. Having this (small) button is quite convenient.

If it's only occasional use then you're actually using the button sometimes and having it cover a chunk of every single picture you look at, all the time. It can go in a sub-menu.
