Tlbic v11.0: Steering Capital from Speculation to the Real Economy

TLBIC (Time-Limited Local Basic Income Credit) is a proposed basic income framework built on three core mechanisms: it expires after a few months to prevent hoarding, requires no application process (delivering support automatically before a crisis hits), and is restricted to the local economy for non-speculative use. Its structural aim is to alleviate despair—specifically addressing the systemic factors contributing to the nearly 20,000 lives lost to suicide in Japan each year.

Due to the constraints of free-tier AI tools—where long, multi-part texts often led to context limits or superficial feedback—I have restructured the proposal into three self-contained parts to facilitate clearer discussion:

(1) Main Document

(2) Appendix: “Examining Bottom-Up Governance”

(3) Supplement: “Why I Wrote the TLBIC Policy Proposal”

Update: The Main Document v11.0 is now complete, featuring a new Chapter 4: "Steering Capital from the Speculative Economy to the Real Economy."

I welcome your feedback and critical perspectives.

I previously noticed that some of my replies—visible to me—did not appear in other environments or in the public comment counts. I have since learned that long replies containing external links can trigger moderation filters and result in comments being flagged. Thank you to everyone who has engaged with this thread and provided thoughtful feedback.
