I am pretty sure that stakeholder capitalism has an answer to this that might not be aligned with the ecology of Earth or what the meat consumers see as the right answer.
Non-industrial sounds to me like higher prices. If so, probably a non-starter for poor folks.
It isn't very much more for home grown grass beef, it is giant corporate margins and their bureaucracy overhead that necessitate industrial farming to compete out against these smaller farms.
