How to add package if no pip

as title, how to do that just, add python package

As iyamani said this aint Stack Overflow, but:

Either check if pip exists via py exec. (python -m pip install package_name) or bootstrap pip using ensure pip (python -m ensurepip --default-pip)

Last option would be cloning from source and running python setup.py install
