The vessel declared a Pan Pan, not a Mayday, so there's no requirement to respond.
I dislike lizard people as much as the next guy, but the only thing the crew did wrong was not be monitoring the frequency. Had they heard it, they could still choose to ignore it.
I fail to see how a rescue mission is more likely to get you boarded, with all the attention a mayday will attract.
I think these times are both:
- more aware of each others' behavior (via instant messaging, social media),
- and seeing a rise in pseudo-anonymous misbehaviors.
