They aren't banning it. They are introducing a one time 24 hour waiting period. Not ideal, but not banning.
They will monitor and if "too many" people are still doing normal software installs (I refuse to call it "sideloading" when that properly refers to pushing software from a different device over a debug connection), they'll raise the annoyance barrier higher.
