"Balk" = "stop" = "refuse to proceed", right?
So "<did not> balk" = "<did not> stop" = "<did not> refuse to proceed", right?
"<Did not> refuse to proceed" with Microsoft's proposal therefore means he in fact complied with Microsoft's proposal and did proceed with it, right?
