At least for tornado, it can be entirely replaced by: https://github.com/facebook/tornado/tags. Each tag automatically generates a zip/tarball.

They're not removing downloads, only the uploads that can't be generated from the repo itself. You can still provide downloads that work just a a .zip of the repo contents.

That's using the zips github generates for every repo, not the downloads section of the repo.
