It only works if there's buy-in from enough Republicans. Specifically, this needs a 2/3rds majority of the senate; or 20 Republicans and all Democrats, and all independents to approve.
Most of these are political stunts from politicians in very left-wing districts. They don't go anywhere, but they ensure that the representative makes it through their primary by pandering to the extreme left who vote in the primary.
