I guess the real question is: is the decrease in average score more than just a function of a larger ratio (and its expected long tail score distribution)?

It's likely long tail. I don't think good Show HNs are gone. They are still there, but they are being overwhelmed by lots of low quality submissions.

I believe that as well.
